Насколько я понимаю, вот эта структура принимает решение о начале новой программы в Европе.
Туда посылают заявку те, кто хочет организовать 4-х летнюю программу.
Заявка рассматривается 3 месяца, и выносится решение.

Вот требования к заявке (пропозалу):
The proposal shall include:
Name(s) of the Educational and Administrative Director (s).
List of qualifications and duties of persons responsible for administrative and professional aspects.
Location, where the training Program will
held.
Exact dates, indicating how the minimum requirement of the 200 hours per training year will
met.
A list of the names of the trainers and a list of assistant trainers who have verbally agreed.
Letters from each trainer agreeing to participate in the training program including specific dates the trainer will
teaching.
A description of the process and criteria to
used to remove trainees during the training.
A description of the graduation process will
included in the proposal.
A list of fees and a budget for each of the four years in local currency
well
in US Dollars.
A description of the on going feedback and evaluation strategies to track the progress of the training, the trainees, the assistant trainers, and the performance of the trainers.
A copy of the contract to
signed between the training organization and the trainees.
